   You do: Go to the Service État civil (or Dienst Burgerlijke Stand) of the commune of birth. Postal requests are accepted by many communes — check first.

   To resume: Bring the document and confirm receipt. If the birth was registered abroad, this path does not apply — use the foreign-document certification flow instead.
